Talks Were Held Between Jiang Zemin and Bill Clinton
During the talks, the two leaders exchanged views on Sino-US relations and major international and regional issues, the talks were positive, constructive and fruitful.
At the talks Jiang said, as two influential countries and Permanent Members of the UN Security Council, China and the United States have common, unshirkable responsibilities, both sides have a common goal in preventing the proliferation of massive lethal weapons, they have worked hard to maintain regional stability and conducted effective cooperation in stopping nuclear arms race in south Asia and maintaining peace and stability in Korean Peninsula. They have developed bilateral economic and trade cooperation, made common efforts to promote the world financial stability and economic development and fave continually strengthened cooperation in protecting the environment, attacking international crimes, the smuggle of narcotics and international terrorism. Both sides should unswervingly handle bilateral relationship in accordance with the principles of the three Joint Communiques and the Joint Statement Between China and the United States. It is particularly necessary to correctly handle the Taiwan issue, the most important and sensitive question in Sino-US relationship. President Bill Clinton reaffirmed US commitments to the Taiwan issue. To accelerate their move toward the goal of establishing a constructive strategic partnership between the two countries, they decided that they would refrain from targeting their strategic nuclear weapons against each other.

President Jiang Zemin and his US counterpart Bill Clinton Host A Joint Press Conference
President Jiang Zemin says the talks between him and President Bill Clinton are "positive, constructive and fruitful". The successful exchange of visits between the two heads of state of China and the United States marks a new stage of growth in China-US relations. This not only serves the common interests of China and the United States but will also be of important significance to promoting peace, stability and prosperity in the Asia-Pacific region and the world as a whole.
Jiang says peace and development are the main themes of contemporary times. Under the new historical conditions, the common interests between China and the United States are increasing, not decreasing. The foundation for cooperation between the two countries is being reinforced, not weakening.
Both sides believe that China and the United States, as permanent members of the UN Security Council, should continue to work together to promote peace and security in the world and the Asia-Pacific region in particular, to ease and eliminate all kinds of tensions and to prevent the proliferation of weapons of mass destruction, to strengthen the efforts in protecting the environment, combating international crime, drug trafficking and international terrorism. Both sides have agreed to further step up cooperation and the dialogue between the two countries on major international issues. China-U.S. relations are improving and growing. The cooperation between the two sides in many areas has made important progress. Jiang says Jiang and Clinton have decided that China and the United States will not target their strategic nuclear weapons at each other. Jiang reiterates that since the very first day when China came into possession of nuclear weapons, China has undertaken not to be the first to use nuclear weapons under any circumstance.
Jiang says he and Clinton have reached common view on a wide range of issues, including strengthening bilateral relations, exchange and cooperation between the two countries in all areas, such as energy, environment, scientific, educational, cultural, health, legal and military fields; both sides have agreed to take positive steps to promote the growth of the mutually beneficial economic cooperation and trade between China and the United States and to expand exchange and also to enhance the people-to-people exchange and friendship.
Jiang says the Taiwan question is the most important and the most sensitive issue at the core of China-US relations. Jiang remarks the improvement and the growth of China-US relations have not come by easily. It is the result of the concerted efforts of the governments and people of the two countries. So both sides should all the more treasure this good result.
Jiang believes that through the concerted efforts, both sides will make constant progress in building a constructive, strategic partnership between China and the United States oriented toward the 21st Century.
At the beginning of his speech, US President Bill Clinton expresses his gratitude to President Jiang Zemin and the Chinese people for their warm welcome to him, his family and his party.
Clinton says a stable, open, prosperous China, shouldering its responsibilities for a safer world, is good for America. He also reaffirms the long-standing One-China policy to President Jiang.
The two presidents speak out their own stances and viewpoints on human rights, Tibet and other questions.
More than 300 journalists attend the press conference that lasts over 70 minutes.

Premier Zhu Rongji held a working luncheon in honor of visiting US President Bill Clinton. The two sides exchanged views on the Sino-US relations and international and regional issues of common concern, especially the Asian financial crisis.
